The Government of Saskatchewan has announced the appointment of three new judges to the Provincial Court of Saskatchewan. These appointments, effective immediately, fill vacancies in Estevan, Regina, and Swift Current.
Mitch Miller, K.C., has been appointed to the Provincial Court in Estevan, taking over the position from Judge Michelle R. Brass, who is transferring to Regina. James Korpan, K.C., will serve in Regina, filling the vacancy left by Judge Anna Maria Crugnale-Reid. Alan Jacobson, K.C., has been appointed to the Provincial Court in Swift Current, succeeding Judge Michael Tomka.
“These judges are highly-regarded, eminently qualified, and committed to the communities where they will serve,” stated Justice Minister and Attorney General Bronwyn Eyre. “Today’s appointments will add significant strength to Saskatchewan’s Provincial Court and ensure that it continues to provide strong, equitable access to justice across Saskatchewan.”
Judge Mitch Miller, K.C.
Judge Miller earned his Bachelor of Laws from the University of Saskatchewan College of Law in 1991 and was called to the Bar in 1992. He began his legal career with Balfour Moss LLP, subsequently working in various legal roles at SGI from 1994 until 2008. In 2009, he joined the Ministry of Justice and Attorney General’s Public Prosecutions area, serving as Senior Crown Counsel and becoming Associate Regional Crown in Regina in 2017.
Judge Miller has a broad legal background, particularly in criminal law, and was a member of the Saskatchewan Crown Attorneys’ Association. He received his King’s Counsel designation in 2023. Outside of his professional duties, he has been an active member of Regina’s soccer community, contributing as a coach and board member for local soccer organizations.
Judge James Korpan, K.C.
Judge Korpan obtained his Bachelor of Laws from the University of Saskatchewan College of Law in 1992 and was called to the Bar in 1993. He completed his articles at McDougall Ready (now McDougall Gauley LLP), becoming a partner in 1999.
With extensive experience in family and criminal law, Judge Korpan has held leadership roles in several legal organizations, including the Law Society of Saskatchewan and the Saskatchewan Trial Lawyers’ Association. He has also been involved with the Canadian Bar Association, serving as National Chair of the Legal Professionals’ Assistance Conference and Chair of the South Saskatchewan Criminal Law Subsection. He received his King’s Counsel designation in 2016 and is an active member of Regina’s cycling and skiing communities.
Judge Alan Jacobson, K.C.
Judge Jacobson graduated from McGill University with a Bachelor of Laws in 1998, receiving the Chief Justice Greenshields Prize in Criminal Law. He completed his articles at the Saskatchewan Ministry of Justice and Attorney General, later joining McKercher, McKercher & Whitmore as an associate. He returned to the Ministry of Justice and Attorney General as Crown Counsel in 2000, where he has served in various senior roles, including Chief Legislative Crown Counsel. Judge Jacobson also holds a Master of Laws from Osgoode Hall Law School.
Throughout his career, Judge Jacobson has specialized in constitutional law, particularly the Canadian Charter of Rights and Freedoms, and has presented on topics such as legislative drafting and the right of accused persons to access counsel while in custody. He received his King’s Counsel designation in 2019. In addition to his professional contributions, he has been involved with several non-profit organizations and has raised seven children with his wife in Regina.
The new appointments are expected to strengthen the Provincial Court’s capacity to deliver justice and serve the needs of the communities in Estevan, Regina, and Swift Current.
