Settlement in Phoenix payroll class action heads to court for approval

The Quebec Superior Court will review a proposed settlement in the Bouchard class action on February 18, 2025, marking a key development in a case involving pay issues tied to the federal government’s Phoenix pay system.

The class action covers individuals who worked for the Government of Canada between February 2016 and March 2020 under specific employment categories, including casual, student, term (less than three months), part-time workers with schedules of less than one-third the normal hours, and Governor in Council appointees.

The Treasury Board of Canada Secretariat said the settlement will provide compensation to affected individuals based on the number of eligible fiscal years they worked during the period.

The Phoenix pay system, introduced in 2016, has been at the centre of widespread payroll issues for federal employees. The government said it remains committed to ensuring all employees are paid accurately.

“The Government of Canada is committed to ensuring that members who worked for the government are paid properly,” the Treasury Board of Canada Secretariat said in a statement.
