Dr. Smita Joshi has been named the new Chairperson of the Newfoundland and Labrador Human Rights Commission, officially taking the role on April 19, 2024.

Her appointment was recognized by John Hogan, K.C., former Minister of Justice and Public Safety, on June 3, 2024 — something announced via a press release on Friday issued by the province. “The following is being distributed at the request of the Human Rights Commission of Newfoundland and Labrador,” it said.

The Human Rights Commission, established in 1971, is responsible for investigating written complaints under the Human Rights Act, promoting awareness of the Act, and conducting educational efforts aimed at reducing discriminatory behaviour. The Commission also offers guidance and information to individuals, groups, and governments on human rights issues in the province.

Dr. Joshi, who has served as a commissioner with the organization since 2012, outlined her priorities for her tenure as chair. “My goal over the next five years is to establish partnerships at federal, provincial and local levels; ensure timely responses to human rights complaints; and ensure the office has adequate resources to do their important work,” she said in a statement.

Dr. Joshi brings more than 38 years of experience as a civil servant with the Government of Newfoundland and Labrador, having held key positions in the Department of Education and the Office of Immigration and Multiculturalism. She was pivotal in drafting the province’s current policy on multiculturalism and has contributed significantly to human rights education and curriculum development within the province’s K-12 system.

Originally from Kenya, Dr. Joshi and her family settled in Newfoundland and Labrador in 1968. She holds multiple degrees from Memorial University of Newfoundland and a Doctorate of Education from the University of Toronto. Throughout her career, Dr. Joshi has been recognized for her dedication to literacy, cross-cultural understanding, and empowerment, particularly through her involvement in founding the Multicultural Women’s Organization of Newfoundland and Labrador.
