Ottawa building new judicial complex in Montreal to house four federal courts

Public Services and Procurement Canada (PSPC) has announced plans to construct a new complex in Montréal that will house four federal courts.

The new facility will accommodate the Federal Court of Appeal, the Federal Court, the Court Martial Appeal Court of Canada, and the Tax Court of Canada, along with the Courts Administration Service (CAS). Construction is set to begin in 2027, with the complex designed to integrate seamlessly into the architectural and historic landscape of Old Montréal.

Jean-Yves Duclos, Minister of Public Services and Procuremen, emphasized the benefits of the project, stating, “With modern, secure and accessible facilities, this new justice complex will improve access to justice for Canadians and preserve judicial independence. Meeting high environmental standards, this project demonstrates the importance our government places on our workers.”

The building will be constructed to meet Leadership in Energy and Environmental Design (LEED) Gold and WELL Silver standards, reflecting the government’s commitment to sustainability. The site, a 2,025 square-metre area acquired in 2020 for $8.5 million, is located at the intersection of Notre-Dame Street West, Place d’Armes, Saint-Jacques Street, and Saint-Laurent Boulevard.

Darlene Carreau, Chief Administrator and Chief Executive Officer of the Courts Administration Service, remarked on the long-term benefits, saying, “For years to come, this new, modern, accessible and secure judicial complex will enable the four federal Courts to facilitate access to justice and better serve Canadians.”

The project includes contracts awarded through public competitive processes that promote the participation of women and Indigenous people. Architecture49 Inc. and Perkins+Will Canada have been awarded a $13.6 million contract for architectural and engineering services. Pomerleau Inc. received a $143 million contract for construction management. This collaborative project delivery approach allows for efficient construction, beginning before the design work is completed.

PSPC has also consulted with the City of Montréal and Quebec’s Ministère de la Culture et des Communications to ensure the heritage character of the Old Montréal district is preserved.

This new complex aims to provide modern, secure, and digitally enhanced facilities that meet both current and future needs, contributing to the effective long-term management of the Government of Canada’s real estate portfolio.
